Introduction 

Fisheries Development Directorate (FDD) is a directorate under the Ministry of Agriculture and Cooperatives. It works within the field of aquaculture and utilization of natural water. It has established five district/regional chapters in Nepal; supporting the Ministry in working out legislation, policy planning, programme implementation, monitoring and evaluation, training and extension. The FDD is responsible for three sub sections: Fisheries Training Centre, Fisheries Development Centres (FDCs) and Inland Aquaculture and Fisheries Section.

MS Nepal entered its partnership the Fisheries Development Center (FDC) in Dhangadi in 2001. FDC Dhangadi is one of 9 FDCs established all over Nepal. It is involved in providing trainings and technical advice and services to ex-kamaiyas (bonded laborers), Dalits, landless people and poor subsistence farmers. Women constitute a specific target group of the programme.

Under the partnership, MS aims a strengthening the capacity of FDC in Dhangadi to promote small-scale fish pond culture in the region. This involves networking with existing institutions and organizations to gain local support for adopting sustainable aquaculture as an income generating activity.
